We have a pleasure to announce that the Polish Association of Transport Telematics has been registered in district court Katowice in 19 March 2007. From this day, a scientific and information activity of TELEMATYKA.PL vortal are one of the main goals of new called Association. Simultaneously the web site TELEMATYKA.PL becomes a place of all official messages and organizational informations of Association.
A General Meeting of the Association was held on 17 December 2014, which - apart from summarising the activities so far - introduced also changes to the Management Board of Polish Association of Transport Telematics. Prof Jerzy Mikulski remained the President, while Mrs Barbara Żmidzińska, Msc Ing. was elected the Vice-President and Mr Ryszard Janecki, PhD Ing. the Secretary.

|An impact of set of centers of distribution system design problem on computational time of solving algorithm|

The solution of an exact algorithm, which processes an uncapacitated location problem with deformed distance structure, differs from the solution time, when the algorithm solves a problem of a distribution systems with the real structure of the network. The deformation of the network topology is influenced by different parameters. This article studies the impact of the cardinality of center set on time consumption of an exact algorithm.
|The medical emergency service system design|
The medical emergency system design belongs to the family of location problems, in which it must be decided on centre locations, where ambulance vehicles should be placed. In contrast to the private service systems, the objective of this sort of public service system must stress equity of a ”customer” in access to the provided services and comply with associated lows. This contribution deals with this special location problem and it comprehends both a model formulation and a study of a convenient solving technique. In the first part of the paper, several possible objective functions are designed to comply with goals of the regulation process. The second part is devoted to a design and verification of an exact method, which would be able to provide an optimal solution of the real-sized problem in a sensible time.
|Technology of electronic fee collection within ITS|

Two EFC systems that should be deployed in the Slovak republic, are described at the beginning of this paper. First one is based on technology of Dedicated Short Range Communication (DSRC). The other one is based on technology of Global Navigation Satellite System – Cellular Network (GNSS-CN). Object oriented models of described EFC systems were created based on function specification. Models are realized on the base of UML in Rational Rose software environment. Advantages and disadvantages of both systems are also given in this paper.
|OPERATION AND DIAGNOSTIC DATABASE OF DEVICES|

Development of computer technology and evolution of software makes it possible to deal with the problem of use of databases in the diagnostics and operation process of devices for railway traffic control. At present, there does not exist a centralized or even a local system of record of devices for railway traffic control in the Polish State Railways (PKP) company,which will enable recording of devices for railway traffic control with regard to their type and all operation parameters. It causes a lot of problems connected with the process of operation service. In case of damage of a certain element of the system there may appear a problem with identification of individual parts, what may unfavourably influence spare parts management. Moreover, information about faults is kept in the E-1758 books, where actions leading to the fault removal are recorded in such a way, which an outsider may sometimes find difficult to identify.
|The modeling of multicomputer structure in railway control applications|

The paper deals with Markov process models of railway control systems elaborated for estimation the safety parameters. The safety criteria are defined according to time and probabilistic measures with respect to UE recommendations. The typical railway control systems (analysed in the paper) introduce the composed multi-state models and estimation of safety measure requires both simulation and analytical methods (supported by computer apprentice). In the paper the rules of safety level estimation for complex system based on known safety characteristics of the decomposed subsystems are presented.

Transport companies take into account subsidies from Ministry of Transport and regions in their price policy. Motivation of transporters to provide transport services should be based on possibility of profit.
|Modelling of safety properties of a control system|

The main objective of the paper is to point out that modelling is an important aspect in developing a safety-critical control system and to show how some basic factors can influence safety of such a system. This influence must be monitored and analysed during the whole life cycle of the control system and based on this analysis proper measures must be proposed to meet defined safety targets. Modelling of functional requirements based on formal and semiformal methods can be a powerful measure applied to prevent faults that result from inaccurate specification of the control function. Modelling of failure effects on availability and safety of a control system is important not only for proving and verifying technical safety of the system, but it may also play an important role in design of the control system structure.

Prerov – Breclav line on 6th trans-European corridor was chosen as a pilot project of large-area remotely controlled interlocking system in national concept of corridor lines control. Realization of Traffic Management Centre for controlling of large areas brings together new possibilities, approaches and requirements for technical devices, traffic technology and control and personnel. Technical and technological conditions are mentioned in this article.

Then it shows principles and main findings of the Strategic European Deployment Plan (SEDP). |ELECTROMAGNETIC COMPATIBILITY OF SRK DEVICES WITH OTHER|
This paper presents a general description of issue of electromagnetic compatibility of railway traffic control devices with other railway equipment. The criteria of noise assessment for the purpose of electromagnetic compatibility evaluation are described. Characteristics of sensitivity for various railway traffic control devices are shown. Acceptable noise parameters for PKP and selected railway management are quoted.
|CONTRIBUTION OF MODERN CONTROL AND INFORMATION SYSTEMS|
Modern railway control systems based on remote control can be applied to increase traffic management efficiency, to centralise traffic control and also to reduce costs. Related information systems, which automatically take information from interlocking equipment, may than contribute to additional increase of traffic management efficiency and improve clients’ information.
|TRAFFIC MANAGEMENT ON SECONDARY LINES|
Delegation of the interlocking system operation from particular intermediate, branch and junction station to one area control centre is a breakthrough in the quality of the transport processes control. There is also possibility of cost saving especially in case of secondary lines, where is possibility to have stations without personnel. This paper is focused on idea of traffic management on secondary railway lines, which brings either higher quality of the transport processes control and lower costs.
|THE FUTURE OF RAILWAY OPERATION IN CENTRAL EUROPE|
Costs of railway operation lead to cancelling of operation on some railway lines. But there are some ways to preserve railways for future not only in areas around big cities (commuter trains) and longdistance services, but also on branch lines. One of these ways is the establishing of remotely controlled interlocking systems, which lead to cost reduction and in addition to better quality of railway operation.
|MULTI-AGENT APPROACH TO TRAFFIC SIMULATION IN NETLOGO ENVIRONMENT â LEVEL CROSSING MODEL|
NetLogo  is a multi-agent programming language and cross platform modelling environment for simulation of complex phenomena and is designed for both research and education. It is used across a wide range of disciplines and education levels. In this paper, though, we focus on NetLogo as a tool for creating traffic models and their simulation and present a level crossing example.
|UNIFIED DIAGNOSIS OF DISTRIBUTED SYSTEMS BY MEANS OF GENERIC FUNCTIONALITY|
As today’s Automation solutions become more and more distributed Systems the expense for implementing system diagnosis as part of Engineering rises. This paper presents a concept to decrease the cost for implementing system diagnosis by generating diagnostic funtions automatically out of the layout information created in the planning phase of a plant. It also describes a concept for reducing the complexity of the system by forming logical groups, each embracing a part of the whole system. The Concept has been implemented and validated based on the PROFInet architecture for component based automation in cooperation with SIEMENS AG Automation & Drives.
|OPEN INTERFACE FOR DISTRIBUTED ACCESS TO DIAGNOSTIC INFORMATION|
This paper describes a concept to encapsulate different communication protocols and operating philosophies used throughout an automation solution by providing an open high level interface as a Webservice. This XML based Webservice can be accessed by a wide variety of end devices since the extensible Markup language provides a platform independent format. The concept has been implemented as a central server unit and a mobile client solution.
|AUTOMATIC GENERATION OF DIAGNOSTIC SCRIPTS FOR THE DISTRIBUTED SYSTEMS BASED ON COMPONENT TEMPLATES AND RELATIONS BETWEEN THEM|
During introduction and implementation new technologies into the modern industry including the vehicle engineering, the previous and already verified solutions and components are very often to be used. That may be difficult though especially for the outer designers, who might not know these structures. Thus, the modification and adaptation of the previous projects into the new requirements and needs is annoying and may cause lots of problems. What is more, further analysis and diagnostic of such systems may also cause some problems. The article deals with pointing the method and showing a tool to solve such problems. Therefore, the authors will introduce a program called Logic Linker. The application automatically generates the diagnostic scripts for the distributed systems basing on the component templates and relations between these components.
|Issues of monitornig systems and industrial TV|
Observation systems using industrial cameras are now often encountered at a places, where till now, for reasons of safety both of people and property, the human presence was indispensable. Today, besides monitoring of buildings, observation of vehicle surroundings or observation of people in the supervised zone they are more and more often used for the purposes of railway applications (among others as systems of train end signal presence and for observation of railway level crossings).
