Mamy zaszczyt powiadomić, iż dnia 19 marca 2007 roku w sądzie rejonowym w Katowicach zostało zarejestrowane Polskie Stowarzyszenie Telematyki Transportu. Z tym dniem działalność naukowo-informacyjna wortalu TELEMATYKA.PL staje się jednym z głównych celów nowopowstałego Stowarzyszenia. Równocześnie strona wortalu staje się miejscem wszystkich oficjalnych komunikatów Stowarzyszenia oraz wszelkich informacji organizacyjnych.

Wizyta przedstawicieli stowarzyszenia ITS&S2010-07-14

 13 lipca 2010 r. zarząd Czesko - Słowackiego Stowarzyszenia Intelligent Transport Systems and Services (ITS&S) w składzie prof. Miroslav Svítek, prezydent, Roman Srp, wiceprezydent oraz prof. Alica Kalašová, przyjechali do Katowic promować współpracę miedzy stowarzyszeniową oraz zaznaczyć swoją obecnością konieczność ożywienia współpracy pomiędzy firmami z Polski, Słowacji oraz Republiki Czeskiej w zakresie inteligentnych systemów transportowych.
 
W tym celu odbyło się spotkanie w Urzędzie Miasta Katowice, w którym oprócz delegacji stowarzyszenia ITS&S, uczestniczyli Arkadiusz Godlewski wiceprezydent Miasta Katowice, Jiří Banot dyrektor Wydziału Promocji Handlu/CzechTrade Ambasady Republiki Czeskiej w Polsce oraz Jerzy Mikulski prezes Polskiego Stowarzyszenia Telematyki Transportu.
Członkowie delegacji, tym razem już w roli reprezentantów uczelni: prof. Miroslav Svítek - Dziekan Wydziału Transportu Politechniki w Pradze (CTU in Prague), prof. Alica Kalašová - z Wydziału Eksploatacji i Ekonomiki Transportu oraz Łączności w Żylinie (University of Żylina), w obecności prof. Jerzego Mikulskiego, spotkali się również z Dziekanem Wydziału Transportu Politechniki Śląskiej prof. Bogusławem Łazarzem, gdzie poruszana była tematyka kształcenia w zakresie telematyki transportu.
Jednocześnie informujemy, że pod koniec września w Katowicach odbędzie się forum współpracy Polsko - Czesko - Słowackiej pt. "Telematyka transportu w praktyce". Szczegółowe informacje zostaną umieszczone już wkrótce.

Wspólny projekt „Kuriera Kolejowego” i Kolejowej Oficyny Wydawniczej - „Lunch z Kurierem” to debaty poświęcone najważniejszym sprawom związanym z koleją w Polsce i Europie. Honorowy patronat nad cyklem sprawuje Ministerstwo Infrastruktury.

21 czerwca 2010 r. miała miejsce debata, której temat "Czuła infrastruktura" był poświęcony automatyce kolejowej. W debacie uczestniczył prof. Jerzy Mikulski. Zapraszamy do zapoznania się z materiałami prasowymi z debaty.

ITS skuteczną metodą w walce o obniżenie emisji CO2
2010-07-07

TTS Italia (włoskie stowarzyszenie ITS) opublikowało sprawozdanie z seminarium pt. "The impact of ITS on CO2 reduction" (Wływ ITS na redukcję CO2). "Skrócenie czasu podróży o 20%, wzrost bezpieczeństwa na drogach od 10 do 15 %, redukcja emisji CO2 o 10% w skali kraju, to tylko niektóre z korzyści płynących z zastosowania rozwiązań ITS" czytamy w sprawozdaniu.

II Polski Kongres ITS
2009-11-11

W dniach 26-27 maja 2009 roku w Warszawie w Hotelu Novotel Centrum odbyła się II edycja Polskiego Kongresu ITS (Intelligent Transport Systems) pod hasłem „Inteligentny Transport – wizja i rzeczywistość”.

Polskie Stowarzyszenie Telematyki Transportu współpracowało z organizatorami Kongresu ITS jako partner merytoryczny. Zachęcamy do zapoznania się z podsumowaniem II edycji Polskiego Kongresu ITS na stronie organizatorów tutaj.

W Przeglądzie Komunikacyjnym  nr 9-10/2009 ukazał się artykuł autorstwa Kazimierza Bartczaka nie tylko podsumowujący II Kongres ITS, ale także ogół działań podejmowanych w Polsce dotyczących szeroko pojętej telematyki: "Można zadać pytanie, czy w ostatnim roku coś się zmieniło w upowszechnianiu systemów i usług ITS w Polsce? Nie dlatego, aby przypisywać kongresom ITS moc sprawczą w tej dziedzinie (bo takiej mocy nie mają), ale po to, aby skonstatować ewentualne zmiany oraz opisać stan i perspektywy zastosowań ITS w Polsce do roku 2014."

Przystąpienie PSTT do ITS Nationals
2008-04-03

W dniu 29.02.2008 r. w spotkaniu członków europejskiego stowarzyszenia Network of National ITS Associations, które odbyło się w Brukseli, uczestniczył prezes stowarzyszenia PSTT prof. Jerzy Mikulski, którego pobyt wiązał się z przedstawieniem Polskiego Stowarzyszenia Telematyki Transportu zgromadzonym tam członkom Network ITS. Wystąpienie prof. Jerzego Mikulskiego było ukoronowaniem starań PSTT o wstąpienie w szeregi tego międzynarodowego stowarzyszenia. Kandydatura PSTT została zaaprobowana w czasie głosowania przeprowadzonego tego samego dnia. Mamy zatem przyjemność ogłosić, że Polskie Stowarzyszenie Telematyki Transportu znajduje się obecnie w gronie 28 stowarzyszeń europejskich, których działalność związana jest z zagadnieniami telematyki i inteligentnych systemów transportowych.

Jednocześnie chcemy ogłosić, że w portalu telematyla.pl będą ukazywały się co ważniejsze ogłoszenia pochodzące od Network of National ITS Associations.

Abstract:

The article presents conception of author's management and monitoring system based on GPS, for application in the transport and land and air communication. This system arises as an answer to demand of local Civil Services, which are member of a crisis management. System purpose is to increase the effectiveness and safeties during salvage actions. In following years the system evolved, allowing its use not only in land conditions but also in the transport and the air lifesaving. Article shows future plans connected with the system development and the extension with ADS-B system (Automatic Dependent Surveillance - Broadcast).

Abstract:

A neural network model for automated testing of railway contact blocks was developed. The neural network computer programme allowed obtaining satisfactory results for relay diagnostics using "current-time" dependence during relay switching as an input diagnostic data.

Abstract:

Safety is the exemption from accidents and losses on human lives. It is also related to property protection, regulation, management and transport technology development. The analysis of accidents indicates that 95% of transport accidents are caused by a human factor failure (wrong evaluation of situation, participant’s skills/abilities etc.) One of the most frequent errors of drivers is a wrong decision in a critical situation. The decision process is very complicated since the driver has to evaluate the situation arisen correctly within fractions of a second. The implementation of telematic systems into vehicle equipment reduces the energy intensity, reduces environmental impacts, increases safety etc. Reduction of total operating costs of road vehicles, simplification of vehicle control to the maximum extent and reduction of driver’s informational overload is emphasised. Our article deals with the analysis of human factor and investigation of its demonstrations in the context of telematic applications.

Actual problems of transport information centres introduction have been described in this paper. The growth of vehicles number in the Czech Republic in recent years is evident. Road construction is time-consuming and very costly. An advanced telematics system solution should be applied. Information is now more important for drivers. The traffic congestions are an important problems for drivers. However the drivers can accommodate their own way and save time using traffic information. Abstract:

Paper presents new method how to share and process the sensitive data distributed in different databases. It is typical for ITS area that data elements are stored and managed by different public/private organizations located on different places. On the other hand a lot of telematics applications are based on the connections and further processing of shared data elements. This fact yields into requirements for new dynamical electronic identifiers that protect communication channel against sensitive information connection. We present the basic concept of application of dynamical identifiers together with illustrative example applicable for e-Government part of ITS.

ERTMS, low density lines

Abstract:

The paper presents technical and formal aspects of the development and implementation of the ERTMS Regional. The main purpose of building the ERTMS Regional system is to create an ERTMS-based system which is maximally fitted to low-density lines. This paper presents differences between the specifications of ERTMS and ERTMS Regional systems. The article includes a technical description as well as the principles of ERTMS Regional, a description of the first stage of implementation, as well as an analysis of possible implementation of this system in Poland

Abstract:

Multimodal transport implementation allows connecting the point of origin and the point of destination in an optimal way. The goal of multimodal transport is to maximize the efficiency in connecting the economic elements of various traffic branches, i.e. their operations related to transport and communications, thus positively reducing the inventories of raw materials, semi-products and end products with the aim of increasing the balance in the overall economic system of a country. The development of multimodal transport and good organization of the traffic system make it possible to increase the existing and to generate new freight flows that would result in positive effects on the import-export balance

Abstract:

Real-time transit management systems that can inform the public about transportation options and availability are gradually being deployed in many parts of the world. While many larger cities have been able to provide this information on web sites or through automated telephone systems for several years, smaller municipalities often lack the resources to develop their own transit management systems. Addressing this issue as a joint effort, transportation agencies in the multi-state North American CARS Program have cooperatively developed a real-time, multi-modal transit tracking and incident reporting system called Modes. Modes builds on the CARS road condition reporting system developed by 17 transportation agencies in North America. Modes extends the CARS software to include ferry, bus, and passenger rail services to the basic highway network information it manages. Modes was initially created to track the Alaska Marine Highway System’s extensive ferry system and has been successfully applied to New England’s popular Acadia National Park bus tracking system, three bus systems in Maine, 13 bus systems in Idaho (in progress), three bus systems and a light rail line in the Sacramento, California area (in progress), as well as the Amtrak Downeaster and Capitol Corridor rail lines

Abstract:

The analyses were aimed at determination of failure effects in the transmission system, which allow identifying the transition process of the system from a safety state (it may not be necessarily a failure – a free state) to a dangerous state and permit to calculate probability of the dangerous state occurrence of the system as a failure effect to the operating system. Dangerous states of the safety Fieldbus system are mainly caused by systematic failures within a specification of the system, electromagnetic interferences (EMI) and random failures of the HW effects.  The effects of electromagnetic interferences and random failures of HW can be described in the paper by the use of time table

Summary: Effective operation of transport depends on the correct costs fixing. The external cost – externality- is the cost or its part that disinterest its author but interests the other people who are not participating in it or who are its victims. Some externalities cannot be expressed in numbers, like the death, human suffering and damage of environment. Externalities interfere with effective division of resources within sectors. According to the study of EU, the road transport, with its 92%, is the biggest contributor to externalities.

It consists of National Automatic Toll Collection Centre (NATCC), OBU and control subsystem. NATCS system is based on a combination of mobile communications using the GSM-GPRS standard technology, the satellite-based global positioning system (GPS) and 5,8 GHz microwave technology. An innovative element of NATCS is the On-Board Unit (OBU), which automatically calculates the amount of charge due taking into account the vehicle category (admissible weight, number of axles), road distance and the emissions class (ecological aspect). The control subsystem distinguishes between automatic enforcement through control gates, enforcement by mobile teams, and patrol teams. This presented kind of system is the best toll solution for Poland because of unique capabilities

The automatic line block system may be constructed as a chain of autonomous distributed set of functional blocks located along a railway line section, interlocked by the data transmission subsystem and controlled from two ends of the section. Thus, a certain possibility of simultaneously issued contradictory commands creating conflicts during their execution to be settled by a functional block controlled by them particularly while the data transmission subsystem failure occurs have to be considered. Testing of automatic line block system proper functioning in a range of reaction to contradictory commands and examples of typical conflicts and general rules of solving them are discussed in the paper.

Abstract:

Throughout the 1990s and beyond, transportation agencies in the U.S. and Canada identified a need for condition reporting systems, both for internal traffic management and for sharing real-time information with the public, and in 1997, four states in the U.S. pooled their resources to build a first-generation condition reporting system, reducing the cost to each individual agency while also offering the opportunity to collaborate on the requirements and design for the new system. The result of this multi-agency effort was CARS (Condition Acquisition Reporting System), which is an ITS standards-based system that allows authorized agency users to enter, view, and share critical road, travel, weather and traffic information. CARS has subsequently been deployed by 17 agencies in the U.S. and Canada, including state departments of transportation, cities/municipalities, and toll authorities - and the group continues to grow. This presentation will discuss the history of the CARS Group and its developments, while also discussing opportunities for expanding it to transportation agencies in other parts of the world.

The need to increase speed, range and operational load in air transport is currently more topical than ever and is related to the efficiency of fuel use. Minimisation of costs and fuel consumption is connected with the necessity to analyse the influence of profile and procedures of flights depending on the type of aircraft functioning in the transport system. The main objective of the paper was to develop a method of determining costs and fuel consumption depending on the aircraft type and the profile of transport tasks fulfilled, and then to carry out comparative calculations for various types of aircraft designed for local transport. Based on the comparative analysis of results, conclusions have been formulated concerning the optimum ranges of using aircraft with various types of propulsion and optimum flight profiles.

The most important features, such as location, airport category technical characteristics of the runway, and equipment were collected in a database form. Moreover, a broad demographic analysis has been performed, the objectives of which included the determination of the number of population living in the immediate vicinity of airports of various categories. Catchment areas for airports of various categories have also been specified. Based on the analysis of the results, the suitability of airports for use within air transport system operated with light transport aircraft has been evaluated.

Political plans of toll collection in Poland

Changes in the act on Public Roads and some other acts are intended to implement in Polish law the provisions of European Parliament Directive 2006/38/EC on fee collection for use of some types of infrastructure by heavy vehicles. According to the bill submitted to the Polish Parliament (Sejm) by the government, the vignette system was to cease to operate on 1st July 2008. After the works undertaken by Infrastructure Commission some changes was introduced to the bill to the act on public roads. The main changes concern maintain the vignettes up to the half of 2011 and introducing the electronic fee system from 1st July 2011, also rise the vignette charges to stabilise the NRF’s budget for next three years. The paper present the evolution of legislative path accompanied constructing motorways in Poland.

The role of TTI is an effective supporting the use of transport network for example, in order to improve the capacity and to shorten travel time, delays, fuel consumption. In the time of increasing traffic congestion on the road network, especially on EU freight corridors and in cities, the RDS-TMC deliver the alternatives and it facilitate traveller information by providing powerful travel planning tools. Establishing a national RDS-TMC system is the goal for Poland not only because approaching EURO 2012 but mainly to join to other European countries and as they enjoy the benefits of TMC service. All actions must be supported by the agreement of all players in the information chain which creating the TMC service: ministerial bodies, civil/public services, public road authorities, public broadcasters, road users and industry. Only clear and transparency system of responsibility for maintenance and overseeing could guarantee the high reliability and correct work of TMC service.

GNSS technologies for electronic toll collection

Problems with infrastructure financing, pollution and congestion are leading different countries to the implementation of Road Pricing schemes. GNSS appears as one of the most flexible and cost efficient technologies for the implementation of large ETC systems. However, due to the nature of GNSS with random and occasionally large position errors, GNSS based ETC still has some constraints that need to be overcome. The use of a signal with guaranteed integrity, as the one available in WAAS or EGNOS combined with advanced OBU algorithms provides an efficient solution that guarantees the correctness of the charging. This paper presents the results of the trials in which this technology has been used and demonstrates how the probability of overcharging can be controlled and dramatically reduced in a GNSS-only system. These trials have been executed in London, Madrid and The Netherlands.


Utilisation of the databases for maritime safety control

Different databases about merchant navy ships are utilized or introduced in Poland: Polish Harbors Information & Control System (PHICS) allowing to collect data concerning vessels visiting Polish ports, database of the Automatic Identification System (Helsinki Commission Service) collecting in real time information transmitted by ships sailing in the Baltic Sea area and enabling its distribution to maritime administrations of all Baltic States, global Long Range Identification and Tracking (LRIT) system extending ships monitoring outside GMDSS A1 areas and Information Processing System (IPS) which is a database about ships visiting the area of the Vessel Traffic Service (VTS) Zatoka Gdańska. Usage possibilities of these five databases for maritime safety and security control will be analyzed in this paper.

Bezdotykowy wykrywacz uszkodzonych szyn, zamontowany w pociągach pasażerskich lub towarowych, może zapobiec wielu katastrofom kolejowym - informuje serwis "EurekAlert".
Brytyjscy naukowcy z University of Warwick opracowali ultradżwiękowy wykrywacz uszkodzonych szyn. W odróżnieniu od dotychczas stosowanych, może on pracować nawet w szybkim pociągu, jadącym z prędkością ponad 100 kilometrów na godzinę.

Urządzenia te sprawiają, że badanie szyn może się odbywać bez dotykania ich. Dzięki wykorzystaniu przetworników elektromagnetycznych - wytwarzających ultradżwięki o odpowiedniej częstotliwości - nie jest konieczny ich kontakt z szyną. W szynie powstaje bowiem specjalny rodzaj fali sprężystej - tzw. fala Rayleigh'a - która wędruje w powierzchniowej części główki szyny (w pobliżu powierzchni, po której toczą się koła).

Wszelkie uszkodzenia dają charakterystyczne zmiany sygnału. Przy większych prędkościach jazdy sygnał zanika, przy wyższych - ulega nagłemu wzmocnieniu wskutek interferencji. W ten sposób łatwo jest ustalić zakres i umiejscowienie uszkodzeń.

Gdyby udało się wyposażyć w takie detektory pociągi na terenie całego kraju, można by otrzymać działającą przez całą dobę sieć ruchomych, skutecznych stacji kontrolnych.

Cyfrowa blokada liniowa ma zapewniać bezpieczne prowadzenie ruchu pociągów w odstępie blokowym pomiędzy dwoma stacjami (posterunkami ruchu). Jest to blokada dwukierunkowa. Stan zasadniczy blokady to stan neutralny. W stanie tym blokada uniemożliwia wyjazd na tor szlakowy z obu ograniczających go posterunków ruchu. Do prowadzenia ruchu pociągów po danym torze szlakowym, wymagane jest ustawienie kierunku blokady (wysterowanie blokady). Sterowanie urządzeniami blokady tj. włączenie dla określonego kierunku, zwolnienie lub zmiana włączonego kierunku może odbywać się jedynie z posterunków odpowiedzialnych za bezpieczeństwo ruchu na danym szlaku. Urządzenia blokady oprócz zapewnienia bezpieczeństwa prowadzenia ruchu po danym torze szlakowym, zapewniają przekazywanie informacji do posterunków ruchu ograniczających szlak o sytuacji ruchowej dotyczącej danego toru szlakowego. Elementami składowymi blokady liniowej CBL2002 są wysokiej klasy liczniki osi i sterowniki programowalne.
Przedstawiona w artykule koncepcja blokady liniowej pokazuje nowe podejście do problematyki blokad liniowych jednoodstępowych. W rozwiązaniach technicznych dążono do wyeliminowania wszelkich rozwiązań przekaźnikowych (za wyjątkiem bezpiecznego komparatora) ze względów na energochłonności. Cyfrowa blokada liniowa jest rozwiązaniem mało energochłonnym, bezpiecznym i ergonomicznym dla personelu obsługi. Zastosowanie elementów składowych wysokiej jakości o sprawdzonych parametrach bezpieczeństwa poprawi bezpieczeństwo na szlakach kolejowych. Ponadto blokada ta jest zabezpieczona przed możliwością nadużyć ze strony personelu obsługi poprzez odpowiednie oprogramowanie i pełną rejestrację zdarzeń.

Urządzenie to pozwoli na prowadzenie diagnostyki on-line, co znacznie uprości skomplikowany proces diagnostyczny napędu zwrotnicowego przy jednoczesnym podwyższeniu bezpieczeństwa, ponieważ informacja o symptomach zbliżającej się usterki będzie docierała do personelu utrzymania wcześniej.
